九道堰河流域水文化展館是沱江流域成都段九道堰流域綜合治理項(xiàng)目重要組成部分。展館將著重通過(guò)先進(jìn)展館展陳表現(xiàn)形式，充分融合水安全、水文化、水生態(tài)、水環(huán)境多元價(jià)值，集中展現(xiàn)成都市踐行“綠水青山就是金山銀山”理念，探索通過(guò)“大流域統(tǒng)籌規(guī)劃、小流域單元治理、全流域智慧管理”的流域治理全新思路，推進(jìn)沱江流域成都段水生態(tài)綜合治理。以展示成都市以水為脈，創(chuàng)新嘗試建設(shè)“人、城、境、業(yè)”高度和諧統(tǒng)一的無(wú)邊界“公園城市”典范，深入挖掘成都水文化，加快形成“宜居水岸、活水成都”的水生態(tài)格局，展現(xiàn)成都“百水潤(rùn)城、水清岸綠”的水生態(tài)畫(huà)卷，為市民提供更為完善的科普文化、生態(tài)體驗(yàn)活動(dòng)場(chǎng)所，提升市民生態(tài)環(huán)保意識(shí)，引導(dǎo)認(rèn)識(shí)水安全、水文化、水生態(tài)、水環(huán)境對(duì)城市發(fā)展起到的重要作用，展示生態(tài)價(jià)值向經(jīng)濟(jì)、社會(huì)、文化價(jià)值轉(zhuǎn)化的階段成效，通過(guò)構(gòu)建多元場(chǎng)景和特色文化載體，打造公園城市會(huì)客廳，增強(qiáng)成都“美麗宜居公園城市”的國(guó)際識(shí)別度、美譽(yù)度。
The Water Culture Museum of Jiudaoyan River Basin constitutes an important part of the Jiudaoyan River Basin Integrated Management Project carried out in the Tuojiang River Basin in Chengdu. Advanced exhibition forms will be adopted to give full play to the multiple values of water safety, water culture, water ecology, and water environment, which will demonstrate Chengdu's implementation of the concept of "Lucid waters and lush mountains are invaluable assets." The new ideas of river basin management marked by "overall planning for major river basins, unit management for small river basins and smart management for the whole river basin," will be explored, with an aim to promote the integrated management of water ecology in the Tuojiang River Basin in Chengdu. Efforts will be made to show that Chengdu takes water as its pulse and that it's going towards the model for a boundless "park city" featured by harmony and unity of people, city, environment and industry. It will explore the in-depth connotation of Chengdu's water culture, accelerate the formation of the aquatic ecological pattern of "livable waterfront, dynamic Chengdu" and unfold a picture scroll of Chengdu as a waterside city with "abundant rivers, lucid water and green plants". It will provide citizens with a space with better infrastructure to enjoy popular science culture and ecological experience. It is expected to raise citizens' awareness of ecological environmental protection, and guide them to know the importance of water safety, water culture, water ecology, and water environment for urban development. It will show the stage effect brought about by the transformation of ecological value into economic, social and cultural values. Diverse scenes and characteristic cultural carriers will be established to welcome friends worldwide, making Chengdu "a beautiful livable park city" better known in the world.
為推動(dòng)水文化展館項(xiàng)目，經(jīng)行業(yè)主管部門(mén)同意，現(xiàn)面向國(guó)際展陳設(shè)計(jì)機(jī)構(gòu)，開(kāi)展水文化展館的展陳方案國(guó)際征集。
In order to promote the water culture museum project, we now are soliciting water culture museum demonstration projects from international exhibition design agencies, with prior approval by the relevant authorities.
一、征集概況
I. Overview
征集單位：成都市沱江流域投資發(fā)展集團(tuán)有限公司
Owner: Chengdu Tuojiang River Basin Investment and Development Group Co., Ltd.
項(xiàng)目名稱(chēng)：九道堰河流域水生態(tài)綜合治理示范段工程水文化館展陳方案國(guó)際征集
Project Name: International Solicitation of the Water Culture Museum Exhibition Plan of the Jiudaoyan River Basin Water Ecology Integrated Management Demonstration Section Project
征集范圍：項(xiàng)目展陳內(nèi)容分為展館內(nèi)和展館外兩部分。展館內(nèi)范圍為2670㎡水文化展館展廳；展館外范圍為18km開(kāi)放式河道。
Scope: Exhibition plan covering both inside and outside the museum is required, including a water culture exhibition hall covering 2,670 ㎡ and open channel outside the exhibition hall of 18 km.
征集方式：公開(kāi)征集。
Method: Public solicitation.
二、報(bào)名條件
II. Qualifications
應(yīng)征機(jī)構(gòu)須具備如下條件：
Applicant agencies shall meet the following requirements:
（一）資格要求：1.獨(dú)立應(yīng)征機(jī)構(gòu)：須為中華人民共和國(guó)境內(nèi)的獨(dú)立法人、須具有有效營(yíng)業(yè)執(zhí)照，并具有住建部頒發(fā)的建筑裝飾工程設(shè)計(jì)專(zhuān)項(xiàng)甲級(jí)及以上資質(zhì)或中國(guó)博物館協(xié)會(huì)頒發(fā)的博物館陳列展覽設(shè)計(jì)甲級(jí)及以上資質(zhì)或中國(guó)展覽館協(xié)會(huì)頒發(fā)的展覽陳列工程設(shè)計(jì)與施工一體化一級(jí)及以上資質(zhì)。
(i) Qualification requirement: 1. Independent applicant agency: should be an independent legal entity registered within the territory of the People's Republic of China with a valid business license, and should have a grade A or higher-level qualification for architectural decoration engineering design issued by the Ministry of Housing and Urban-Rural Development, a grade A or higher-level qualification for museum exhibition design issued by the Chinese Museums Association, or a first-class or higher-level qualification for the integration of design and construction of exhibition and display engineering issued by China Association for Exhibition Centers.
2、本次征集活動(dòng)接受聯(lián)合體參與，組成聯(lián)合體的成員不得超過(guò)2個(gè)，聯(lián)合體需簽署“聯(lián)合體協(xié)議書(shū)”（詳見(jiàn)附件3）。聯(lián)合體應(yīng)征機(jī)構(gòu)須滿(mǎn)足以下要求：
2. The Solicitation allows for participation by the joint applicant agency with no more than 2 members. The joint applicant agency shall sign the Joint Applicant Agreement (detailed in Attachment 3) and meet the following requirements:
（1）聯(lián)合體牽頭人須為中華人民共和國(guó)境內(nèi)的獨(dú)立法人、具有有效營(yíng)業(yè)執(zhí)照。
(1) Leader of the joint applicant agency should be an independent legal entity registered within the territory of the People's Republic of China with a valid business license.
（2）聯(lián)合體成員之一具有住建部頒發(fā)的建筑裝飾工程設(shè)計(jì)專(zhuān)項(xiàng)甲級(jí)及以上資質(zhì)或中國(guó)博物館協(xié)會(huì)頒發(fā)的博物館陳列展覽設(shè)計(jì)甲級(jí)及以上資質(zhì)或中國(guó)展覽館協(xié)會(huì)頒發(fā)的展覽陳列工程設(shè)計(jì)與施工一體化一級(jí)及以上資質(zhì)。
(2) Either of the members should have a grade A or higher-level qualification for architectural decoration engineering design issued by the Ministry of Housing and Urban-Rural Development, a grade A or higher-level qualification for museum exhibition design issued by the Chinese Museums Association, or a first-class or higher-level qualification for the integration of design and construction of exhibition and display engineering issued by China Association for Exhibition Centers.
（3）聯(lián)合體成員：①境內(nèi)應(yīng)征機(jī)構(gòu)：須具有有效營(yíng)業(yè)執(zhí)照或事業(yè)單位法人證明或其他有效證明，②境外應(yīng)征機(jī)構(gòu)：須具有其所在國(guó)家或地區(qū)合法營(yíng)業(yè)及設(shè)計(jì)（或咨詢(xún)）許可。
(3) Members of the joint applicant agency: ① Domestic applicant agency: should have valid business license or legal person certificate of institution or other valid certificates; ② Overseas applicant agency: should have legal business and design (or consulting) license in the country or region where it is located.
（二）業(yè)績(jī)要求：近五年來(lái)（2015年1月1日至今）至少已完成一個(gè)類(lèi)似項(xiàng)目的方案設(shè)計(jì)（或概念方案設(shè)計(jì)）業(yè)績(jī)（類(lèi)似項(xiàng)目是指：展陳面積在1000平方米及以上的綜合性或歷史/文化/藝術(shù)/科教類(lèi)博物館或陳列館展陳方案或概念方案設(shè)計(jì)項(xiàng)目）。業(yè)績(jī)證明文件：中標(biāo)（中選）通知書(shū)或合同協(xié)議書(shū)。如中標(biāo)（中選）通知書(shū)或合同協(xié)議書(shū)無(wú)法體現(xiàn)項(xiàng)目情況的，須提供由招標(biāo)（比選）人出具的加蓋鮮章的業(yè)績(jī)證明材料。若應(yīng)征單位為聯(lián)合體，類(lèi)似業(yè)績(jī)可由聯(lián)合體任意一方提供。
(ii) Performance requirements: should have completed at least one similar project design (or conceptual design) performance (similar projects refer to exhibition plan or conceptual plan design project for a comprehensive or historical/cultural/art/science and education museum or exhibition hall with an exhibition area of over 1,000 square meters) in the past five years (January 1, 2015 to present). Performance certification: notice of bid (selection) winning or the contract agreement. If the notice of (selection) winning or the contract agreement cannot reflect the situation of the project, it is necessary to provide the performance certification with the original seal issued by the tenderee (owner). Similar performance documents should be provided by either of its member for joint applicant agency.
（三）信譽(yù)要求：被“列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購(gòu)嚴(yán)重違法失信行為記錄名單”的機(jī)構(gòu)，征集單位有權(quán)拒絕其參加本次征集活動(dòng)。若應(yīng)征單位為聯(lián)合體，由聯(lián)合體牽頭人提供信譽(yù)證明資料。
(iii) Credit requirements: For the agencies which have been "on the list of dishonest persons subject to enforcement, major tax violation cases, and/or serious violations and dishonesty in government procurement", the owner has the right to refuse their participation in the solicitation. Credit certificates should be provided by its leader for joint applicant agency.

聯(lián)合體機(jī)構(gòu)：（1）聯(lián)合體牽頭人提供有效營(yíng)業(yè)執(zhí)照。

Performance certificate: notice of bid (selection) winning or contract (copy with official seal) for similar projects in the past five years (January 1, 2015 to present); if the notice of bid (selection) winning or the contract agreement cannot reflect the situation of the project, it is necessary to provide the performance certification with the original seal issued by the tenderee (owner). Similar performance documents should be provided by either of its member for joint applicant agency.
3、信譽(yù)要求：未被“列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購(gòu)嚴(yán)重違法失信行為記錄名單”，若應(yīng)征單位為聯(lián)合體，由聯(lián)合體牽頭人提供信譽(yù)證明資料。提供加蓋鮮章承諾書(shū)（格式自擬）。
3. Credit requirements: have not been included "on the list of dishonest persons subject to enforcement, major tax violation cases, and/or serious violations and dishonesty in government procurement" and should provide the letter of commitment with the original seal. Credit certificates should be provided by its leader for joint applicant agency.
4.法人代表委托書(shū)（原件）及被授權(quán)代表身份證；

四、征集規(guī)則
IV. Rules
本征集工作分為三個(gè)階段進(jìn)行：第一階段為公開(kāi)報(bào)名及審核階段；第二階段為方案設(shè)計(jì)及入圍階段；第三階段為方案優(yōu)化及評(píng)獎(jiǎng)階段。具體征集規(guī)則詳“附件1”相關(guān)內(nèi)容。
This solicitation contains three stages. First, application and review; second, plan design and selection; third, plan optimization and awarding decision. Please refer to Attachment 1 for details of the solicitation rules.
五、獎(jiǎng)項(xiàng)設(shè)置
V. Awards
根據(jù)征集單位的要求，進(jìn)入“方案優(yōu)化及評(píng)獎(jiǎng)階段”的機(jī)構(gòu)對(duì)方案進(jìn)行優(yōu)化，征集單位組織評(píng)審，從中評(píng)選出相應(yīng)獎(jiǎng)次。本次競(jìng)賽總獎(jiǎng)金額為180萬(wàn)元，具體設(shè)置如下：
According to the requirements of the owner, agencies that enter the "plan optimization and awarding decision stage" should optimize their plans which will be reviewed and selected for awarding. The award amount totals RMB 1.8 million, which is set as follows:
優(yōu)勝獎(jiǎng)（1名）：獎(jiǎng)金100萬(wàn)元人民幣（含稅）；
1 Outstanding Award: RMB 1 million (tax included);
優(yōu)秀獎(jiǎng)（2名）：獎(jiǎng)金各25萬(wàn)元人民幣（含稅）；
2 Excellence Awards: RMB 250,000 (tax included) for each;
入圍獎(jiǎng)（3名）：獎(jiǎng)金各10萬(wàn)元人民幣（含稅）。
3 Shortlist Entry Awards: RMB 100,000 (tax included) for each.
優(yōu)勝獎(jiǎng)的應(yīng)征機(jī)構(gòu)獎(jiǎng)金分兩個(gè)階段支付。其中，方案征集結(jié)果公布并簽訂后期咨詢(xún)服務(wù)合同后，支付50萬(wàn)元（含稅）；剩余50萬(wàn)元（含稅）在完成后期咨詢(xún)服務(wù)合同內(nèi)容后，作為咨詢(xún)服務(wù)費(fèi)用支付。
The reward for Outstanding Award will be paid in two stages. After the results of the plan solicitation are announced and the follow-up consultation service contract is signed, RMB 500,000 (tax included) will be paid; the remaining RMB 500,000 (tax included) will be paid as the consulting service fee after the follow-up consulting service is completely provided.
其他應(yīng)征機(jī)構(gòu)獎(jiǎng)金在方案征集結(jié)果公布和所有設(shè)計(jì)成果提交并提供合規(guī)發(fā)票后一次性支付。所有獎(jiǎng)金均以人民幣支付。
Rewards for other winning applicant agencies will be paid in one lump sum after the results of the plan solicitation are announced; the design works are submitted; and appropriate invoices are provided. All prizes will be paid in RMB.
注：評(píng)審委員會(huì)可根據(jù)方案優(yōu)化及評(píng)獎(jiǎng)階段的評(píng)審情況有保留優(yōu)勝獎(jiǎng)、優(yōu)秀獎(jiǎng)空缺（調(diào)整為入圍獎(jiǎng)）的權(quán)利。
Note: The review committee may reserve the right to vacate the outstanding and excellent awards (adjusted into the shortlist entry awards) according to the review situation at the plan optimization and awarding decision stage.
六、其他條款
VI. Other Terms
（一）凡入圍“方案優(yōu)化及評(píng)獎(jiǎng)階段”機(jī)構(gòu)的參賽作品，除作者署名權(quán)以外，其全部知識(shí)產(chǎn)權(quán)歸征集單位所有，征集單位有權(quán)將其成果運(yùn)用于本項(xiàng)目，應(yīng)征機(jī)構(gòu)不得提出異議。所有應(yīng)征機(jī)構(gòu)在本次征集活動(dòng)中遞交的所有成果均不退回。
(1) Regarding the works of the agencies that enter the "plan optimization and awarding decision stage", except the right of authorship, all other intellectual property rights are owned by the owner. The owner will have the right to apply the works to this project, for which applicant agencies should not raise objections. All works submitted by the applicant agencies in this solicitation will not be returned.
（二）本次征集活動(dòng)中的所有文件及往來(lái)信函均應(yīng)使用中文或中、英文書(shū)寫(xiě)。在中、英文兩種語(yǔ)言的意思表達(dá)不一致時(shí)應(yīng)以中文為準(zhǔn)。
(2) All documents and correspondences sent and received during this solicitation should be written in Chinese or both Chinese and English. In case of any inconsistency in meaning, the Chinese one shall prevail.
（三）應(yīng)征機(jī)構(gòu)所獲的獎(jiǎng)金或設(shè)計(jì)費(fèi)的稅金（含中國(guó)境內(nèi)、外應(yīng)繳納的各項(xiàng)稅費(fèi)）和在報(bào)名與提交設(shè)計(jì)成果過(guò)程中發(fā)生的一切費(fèi)用自理。
(3) The winning applicant agencies themselves will bear the taxes for awards or design fees (including various taxes and fees payable in China and abroad) and all expenses incurred during the application and submission of design results.
（四）參加本次活動(dòng)的應(yīng)征機(jī)構(gòu)應(yīng)根據(jù)征集單位要求簽署“應(yīng)征機(jī)構(gòu)法律聲明”。
(4) Applicant agencies participating in the solicitation shall sign the Legal Statement of Applicant Agency according to the requirements of the owner.
（五）獲得優(yōu)勝獎(jiǎng)的應(yīng)征機(jī)構(gòu)須根據(jù)征集單位的要求進(jìn)行一輪方案優(yōu)化提升和后期咨詢(xún)服務(wù)。具體要求由征集與獲獎(jiǎng)應(yīng)征機(jī)構(gòu)另行商議。
(5) The applicant agency winning the Outstanding Award should carry out a new round of plan optimization and follow-up consultation service according to the requirements of the owner. The specific requirements will be discussed separately by the owner and the winning applicant.
（六）參加本次活動(dòng)的應(yīng)征機(jī)構(gòu)均被視為承認(rèn)本公告的所有條款，征集單位擁有對(duì)本公告的解釋權(quán)。
(6) Applicant agencies participating in the solicitation are deemed to acknowledge all the terms of this announcement, for which the owner has the right of interpretation.
（七）本次征集活動(dòng)本身及與本次活動(dòng)相關(guān)的文件所適用的法律和法規(guī)僅為中華人民共和國(guó)的法律和法規(guī)。
(7) The solicitation and documents involved are subject to the laws and regulations of the People's Republic of China only.
